The successful applicant shall lead Council's Workforce Services section in meeting Council's organisational development, employee communications and engagement, staff training, workforce planning, leadership/career development, performance management, recruitment, staff attraction and retention, Risk & Work Health Safety, Staff Wellbeing objectives, and shall work with Council's Director Corporate and Community Services in building a results focused performance based culture .

Essential Criteria:

Qualifications

Tertiary qualification in Human Resource Management or Risk Management or related discipline and/or a minimum of 5 years significant experience to carry out the range of duties required;

NSW Class C Drivers Licence;

Skills and Experience

  • Experience and demonstrated success in a similar role;
  • Demonstrated experience in human resource management including industrial relations, performance management, recruitment and selection and learning and organisational development;
  • Demonstrated ability to provide advice to management and staff within relevant legislation and Council policy;
  • Demonstrated ability to resolve workplace grievances through the application of conflict resolution skills;
  • Demonstrated experience in risk management including developing and maintaining work health and safety systems, and developing risk management plans, policies, procedures and systems;
  • Demonstrated ability to operate with a high degree of autonomy and to organise workload whilst maintaining confidentiality including sound initiative and judgement when assisting with sensitive people issues;
  • Demonstrated discretion and the ability to maintain confidentiality;
  • Knowledge and understanding of building a safety-first culture and the legislative arrangements underpinning risk in the workplace;
  • Experience in the development and review of policies, systems, procedures, guidelines and codes. Ability to provide advice, guidance and training; and
  • High level of interpersonal and communication (written and verbal) skills.

Desirable Criteria:

Qualifications

  • Hold or obtain a Working with Children 'Blue Card';
  • SafeWork NSW certified Return to Work Coordinator, and demonstrated experience in injury management processes and WH&S;
  • Certificate IV in Training & Assessment;

Skills and Experience

  • Knowledge of the Local Government Act and Regulations;
  • Experience in managing transformational change in organisations; and
  • A strong background in local government or similar environment.

Employment will be in accordance with the terms and conditions of the Local Government (State) Award 2023. The classification for the position will be in a range up to Professional/Specialist Band 3, Level 4, Grade 19 to Band 3, Level 3, Grade 20. Salary will be in accordance with qualifications and experience, and will be in a range from $2,213.80 to $2,455.43 gross per week.
