Northern Peninsula Area Regional Council is seeking an experienced Executive Manager Building

and Infrastructure to join the Executive Team.

The Executive Manager Building and Infrastructure is responsible for Leading and Managing NPARC’s

Building and Infrastructure Department in support of NPARC’s corporate and operational plans. Areas

of oversight include.

Building Infrastructure

• Capital Works

• Planning, Development

• BAS

• Property and Facilities Management

• Social Housing

A key requirement of this role is to reinforce and build community confidence in NPARC. This position is

responsible for communicating an effective message to the community of the complex and multi-faceted

roles of NPARC and ensuring the community’s highest priorities are reflected in strategic plans and

associated integrated planning and reporting documents.

Key Accountabilities:

1. Provide leadership, management and direction to the Building & Infrastructure Department to ensure the effective delivery of services on behalf of Council to the community

2. Participate in strategic, budget and corporate planning as required by the Chief Executive Officer. Plan, develop and implement Department strategic/business plans and programs.

3. Provide leadership and direction to Department staff by ensuring:

• effective supervision and appropriate delegation

• staff development and training needs are planned, organised and achieved

• a high level of leadership and effective management of the Department's activities

• staff contribute at high levels to achieve the accurate and timely delivery of the Department's services

4. Provide high quality professional advice to Council, management team, and other professional, technical and administrative staff of the organisation to ensure Council meets statutory obligations.

5. Attend, prepare reports for, and provide advice to Council and Committee Meetings as requested by the Chief Executive Officer.

6. Review and evaluate the Department's service outcomes and modify where appropriate to ensure relevance and cost effectiveness.

7. Represent Council at various forums, regional groups, committees or meetings relevant to the functions of the Finance and Corporate Services Department as approved by the Chief Executive Officer.

8. Undertake extensive liaison with customers, stakeholders and service providers external to the organisation and establish close working relationships as required to facilitate Council’s objectives.

The successful applicant will have:

Essentials

  1. Degree or appropriate qualifications and/or experience in an appropriate discipline.
  2. A demonstrated understanding of and expertise in current practices, policy directions and priorities relating to the delivery of Building and Infrastructure projects, programs, and associated grants.
  3. Demonstrated commitment to people management practices that value continued professional development.
  4. Demonstrated experience in preparing and managing budget to ensure financial sustainability
  5. Highly developed strategic planning skills and associated experience.
  6. Highly developed conceptual and analytical skills including the ability to identify issues, trends and risks.
  7. The ability to identify potential impacts and the expertise to resolve complex operational program and service delivery issues.
  8. Management and leadership skills of a high order, including the ability to plan and manage resources, motivate staff, create a cohesive team environment and manage change.
  9. Advanced negotiation and influencing skills, inclusive of the ability to create consensus, resolve disputes and broker agreement in respect of proposals and ideas.
  10. Highly developed communication skills including the ability to produce clear, fluent and concise reports and to organise and produce information in a logical manner.
  11. Demonstrated competency in managing priorities to meet business planning, program, statutory and legislative requirements.
  12. Proven experience in communicating effectively and with influence with local authorities, other levels of government, authority or agencies.

Applicants are required to demonstrated extensive experience in one or more of the following:

1. Delivering building construction and maintenance projects in remote discreate communities

2. Council and QBuild

3. Council facilities asset management

4. Community housing management

5. Town Planning, Development Applications

6. Local Government Operations and Experience

7. Undertake the necessary training for the position
