The role
Are you a highly qualified and experienced leader with a proven track record in the management, maintenance, and optimisation of large, complex building portfolios and associated open spaces?
We are seeking a proactive and technically capable professional to lead the planning, delivery, and continuous improvement of maintenance services across a diverse portfolio of high-profile Council assets.
As the Team Leader - Major Asset Maintenance, you will be responsible for developing and implementing comprehensive Building and Associated Open Space Maintenance Plans that support the long-term performance, safety, compliance, and sustainability of Council's major assets. Drawing on your extensive knowledge of building services and asset management principles, you will lead the delivery of both planned and reactive maintenance programs, ensuring facilities remain safe, efficient, fit for purpose, and fully compliant with legislative requirements.
In this pivotal leadership role, you will oversee the maintenance and operation of key Council assets, including the Bankstown Civic Tower Precinct, Council operational depots, and the future Campsie Hub. You will ensure the effective management of all statutory building essential services, including inspection, testing, maintenance, and the preparation of associated compliance documentation such as Annual Fire Safety Statements and other legislative certifications.
Your expertise in Building Management Systems (BMS) will enable you to optimise building performance, balancing occupant comfort, operational reliability, energy efficiency, and sustainability objectives. You will apply a data-driven and strategic approach to building services management, identifying opportunities to improve asset performance, reduce operational costs, and enhance environmental outcomes.
The role also requires leadership in security systems management, emergency preparedness, risk mitigation, and the implementation of continuous improvement initiatives across the asset portfolio. You will build strong relationships with internal and external stakeholders, contractors, consultants, and regulatory authorities to ensure maintenance activities are delivered safely, efficiently, and in accordance with Council objectives.
Working closely with the Coordinator - Major Assets Maintenance, you will play a key role in protecting and enhancing Council's major asset portfolio, ensuring facilities operate seamlessly and continue to meet the evolving needs of the community, staff, tenants, and other stakeholders.

Some of your duties would involve but not be limited to:
Lead and support maintenance staff and contractors, ensuring alignment with service levels, asset management plans, and Council objectives.
Foster a collaborative, safety-conscious, and customer-focused team culture.
Oversee daily operations across building and facility maintenance, ensuring timely and effective service delivery.
Allocate resources and manage work schedules to meet operational needs and priorities.
Ensure all activities comply with the Building Code of Australia, Australian Standards, and Council’s Safety Management System.
Promote shared responsibility for safety and implement robust risk management practices.
Coordinate and manage specialist contractors and trades to deliver high-quality maintenance programs.
Liaise with internal teams and facility users to ensure service expectations are met and concerns addressed.
Collaborate with the Maintenance Planning Team to inform maintenance programs, budget formulation, and strategic planning.
Conduct regular condition audits and maintain accurate asset records to support proactive maintenance and reduce unplanned failures.
Develop and refine processes to improve service delivery, project execution, and environmental sustainability.
Monitor and uphold quality, safety, and environmental standards across all maintenance activities.
Prepare reports on team performance, asset condition, and maintenance outcomes
Key challenges of the role:
Managing complex stakeholder relationships across multiple business units, contractors, tenants, service providers, and regulatory authorities, ensuring alignment with Council objectives and service expectations.
Prioritising and delivering critical maintenance, compliance, and asset management activities within constrained timeframes while maintaining service continuity.
Leveraging digital asset management and maintenance systems to support informed decision-making, operational efficiency, compliance, and reporting, despite inherent system limitations.
Fostering a strong safety culture and ensuring best-practice Work Health and Safety outcomes through effective leadership, governance, risk management, and contractor oversight.

You will have
Tertiary qualifications in Mechanical/ Electrical/ Building Services Engineering Disciplines
General Construction Induction (White Card).
Class C Driver's Licence
Proven experience supervising staff and contractors, with strong decision-making, prioritisation, and performance management skills.
Demonstrated experience in Building Services Maintenance Planning and Execution of Maintenance Plans
Demonstrated experience in digital operation of Facilities Management Plans and Stakeholder Management Plans through CMMS (Computerised Maintenance Management Systems)
Demonstrated experience in Buildings Statutory Compliance Services Management
Demonstrated knowledge and experience in Building Management System Control Software applications.
Demonstrated knowledge on environmental sustainability measures adopted in green buildings
Demonstrated ability to manage specialist trades and contractors, ensuring quality outcomes and compliance with timeframes and standards.
Knowledge of the Building Code of Australia, Australian Standards, WHS legislation, and experience implementing safety and risk management practices.
Experience conducting condition audits, maintaining asset records, and managing budgets and financial performance in line with asset management plans.
Strong communication skills with the ability to engage internal teams, facility users, and community stakeholders to enhance service delivery.
Competence in using building management systems, asset management platforms, financial systems, and the Microsoft Office suite.
Understanding of Council operations, governance, and service delivery within a public sector context
The salary range for this opportunity is from $119,961 - $129,323 + 12% Super + Car Allowance and is dependent on skills and experience.
